proTerra Umweltschutz- und Managementberatung GmbH Umweltgutachter advises its clients on the topic of ‘legal compliance in operational practice’, among other things. The main reason for this is the fact that regulations are becoming increasingly dense, especially in the fields of occupational environmental protection and occupational safety. By transferring knowledge of, defining and consistently implementing legal regulations in the context of delegating duties, you are ensuring within the company that the relevant legal requirements can be complied with, especially in the case of processes involving risk. Given the complexity of the legal requirements to be observed and the associated internal time and personnel expenditure associated with delegating duties in a legally compliant way, managers are dependent on reliable management and control instruments with limited resources.

To take companies’ needs and requirements in operational practice into account, AGENDALAW® (a legal database) was developed for systematically managing and controlling legal provisions and official requirements, which can be individually adapted to companies’ needs and requirements as an expert system. Meta-Level’s task: The desktop version of AGENDALAW® used until 2018 could no longer cope with the planned requirements and extensions, so it was decided that the software would be placed on a new, future-proof technical basis. Meta-Level was awarded the contract for developing the new basis as a portal solution. This multi-tenant portal had to be usable both as an SaaS (Software-as-a-Service) solution and as a locally installed intranet application that could be accessed using a browser. Every customer can choose one variant or the other. The contents and the service are identical in both systems. Based on a requirements specification, the software was implemented and put into operation over a period of several months in an agile development process together with proTerra.

Individual tasks:

  • Developing a functional browser-based interface, closely based on the original desktop application, to ease the transition for existing customers
  • Developing an architecture for the multi-tenant system to serve many clients side-by-side on a single SaaS platform
  • Ensuring software usability and maintainability as a portal on the one hand and as a local intranet solution on the other.
  • Ensuring maintainability and future viability through the use of current technologies
